Washington, DC: Government Printing Office, 1869. 1st Edition. 8vo. Very Good. Item #18911
A very nice presentation copy of this U.S. Government investigation into how Union POWs were treated at Confederate Prisoner Camps. inscribed to Union General Henry B. Carrington from Union officer John P.C. Shanks.
"Carrington (1824 – 1912) was a lawyer, professor, prolific author, and an officer in the United States Army during the American Civil War and in the Old West during Red Cloud's War. A noted engineer, he constructed a series of forts to protect the Bozeman Trail, but suffered a major defeat at the hands of Indian Chief Red Cloud.
"At the outbreak of the American Civil War Carrington subsequently mustered ten regiments of militia and organized the first twenty-six Ohio regiments. He was commissioned as colonel of the new 18th U.S. Infantry in May 1861 and established Camp Thomas near Columbus.
Shanks (1806-1901) was serving as a U.S. Congressman from Indiana before entering the Union Army, a position to which he returned after his military service. He "served in the Union Army as a colonel and aide-de-camp to Major General John C. Fremont from September 20, 1861, to June 1862. He was appointed a colonel in the regular army and aide-de-camp from March 31, 1862, to October 9, 1863. He commanded the 7th Indiana Cavalry Regiment as colonel from October 9, 1863, to December 8, 1864.[1] On December 12, 1864, President of the United States Abraham Lincoln nominated Shanks for appointment to the grade of brevet brigadier general of volunteers, to rank from December 8, 1864, and the United States Senate confirmed the appointment on February 14, 1865." - wiki
